STAR Capital was founded in 2016 with the goal of building a quality assisted living healthcare network on the east coast of the United States.

Since 2016, our founder, Fuzail Rizvi has been providing the east coast with quality assisted living. Before forming STAR Capital and the STAR Care Network, Mr. Rizvi was a director for two years at RD Capital Partners LLC – a UK healthcare company involved in managing and investing in the dementia care and adult care facilities in the UK with GBP 400 million of assets under management.

In 2018, Mr. Rizvi acquired Goose Creek Manor near Charleston, South Carolina. Shuler Health Care is the second member of the STAR Care Network since 2019. In 2021, STAR Care Network acquired Cypress Manor in Roper, North Carolina. In December of 2021, Mr. Rizvi acquired Elton Residential Care Home -Elton in Waterbury, Connecticut.

Fuzail A. Rizvi

Managing Partner, STAR CAPITAL

Fuzail A. Rizvi founded STAR CAPITAL in June 2016 with a clear and focused vision: to build high-quality Adult Care, Senior Care, and Dementia Care businesses across the United States through strategic acquisitions and mergers.

Under Fuzail’s leadership, STAR CAPITAL and the STAR Care Network have successfully owned and operated multiple residential care facilities, including:

Goose Creek Manor – 43-bed facility in Charleston, South Carolina (since June 2018)

Shuler Health Care – 60-bed facility in Kernersville, North Carolina (since December 2019)

Cypress Manor – 40-bed facility in Roper, North Carolina (since May 2021)

Prior to founding STAR CAPITAL, Mr. Rizvi served as Director at RD Capital Partners LLC, a UK-based healthcare investment firm with over £600 million in assets under management. There, he was involved in the management and acquisition of dementia and adult care facilities throughout the United Kingdom.

In 2021, Fuzail co-founded R&R Care Operations with Manosij Roy and expanded into Connecticut with the acquisition of:

  • Elton Residential Care Home (Elton RCH) – A 100-bed historic facility at 30 West Main Street, Waterbury, CT
  • Waterbury Garden – A 100-bed care facility at 128 Cedar Avenue, Waterbury, CT
  • Whispering Winds – A new care facility (coming soon) in East Haven, CT

Fuzail brings over two decades of international experience as a senior consultant and executive across healthcare and financial industries, including work with federal, state, and private sector organizations. His broad expertise includes leadership, operations management, and business development in Healthcare, Finance, and Consumer Products.

He holds multiple advanced degrees: a Master’s in Finance, Economics, and Accounting, and a Master of Science in Computer Science. He also earned an Entrepreneurship Specialization Certificate from the University of Pennsylvania and was nominated by the U.S. federal government for executive leadership training at the Federal Executive Institute in Charlottesville, Virginia.

Fuzail is committed to excellence in care, operational integrity, and expanding access to quality services for aging populations.

Roohi Rizvi

Roohi Rizvi

Vice President of Operations – STAR Capital

Roohi Rizvi serves as the Vice President of Operations for STAR Capital, overseeing the day-to-day operations and strategic direction of key residential care facilities, including Shuler Health Care, Cypress Manor, and Goose Creek Manor.

Prior to assuming her current leadership role in November 2019, Ms. Rizvi contributed to STAR Capital as an operational consultant, where she played an integral role in enhancing care standards and improving facility performance.

Before entering the senior care industry, Roohi spent over a decade as an educator in Loudoun County Public Schools in Northern Virginia. As a teaching assistant in elementary education, she helped shape the development of young learners and supported their growth as future citizens.

Ms. Rizvi holds a Bachelor’s degree in Education and a Master’s degree in Commerce, combining her background in learning and organizational management to foster excellence in adult and senior care services.

Her leadership style is rooted in compassion, attention to detail, and a deep commitment to the well-being of both residents and staff.

Greta Shuler

Executive Director – Shuler Health Care

Greta Shuler is the Executive Director at Shuler Health Care. Mrs. Shuler has unbeatable years of experience as she started working in healthcare when she was 17 years old. She has worked as an administrator for more than 23 years. A seasoned veteran of the senior care industry, she has worked in the family business at Shuler Health Care in the healthcare industry for more than 37 years. It is a joy for her to welcome someone to our community and to see it become “home” for them.



After work, she enjoys spending time with her husband and her family, the grand-babies are the best, of course! She also enjoys gardening and cooking.

Kayla Rogers

Kayla Rogers

Administrator-in-Training

Kayla Rogers is our new Administrator-in-Training. She is new to this job but certainly not to Shuler Health Care. Kayla grew up at Shuler Health Care; her Mom (Kim) was an administrator for 35 years.
Kayla began working at Shuler’s in2007 and has performed every role.
She started out doing activities – transportation and then received her CNA and MedTech certification in 2010 when she began assisting residents.
She was a live-in caregiver for several months in 2012 and then worked as a fill-in caregiver. Kayla transitioned to office manager in 2014 until she temporarily moved to South Carolina. She returned to the Kernersville area and returned to the office manager position in January 2023.
She has a passion for the people and a love for the healthcare industry. This is home to her.
Kayla looks forward to growing and continuing to better this community with her administrator license in the near future!
She is a mom to 2 beautiful daughters.

Our goal is to achieve a market leadership position in the eastern United States by acquiring Assisted Living Facilities (ALF) and Dementia Care Facilities (DCF). Industry reports indicate that there will be 1.7 Million more people in need of ALFs within the next two years, STAR Capital is well poised to take advantage of this ever growing market.



In addition, Americans are living longer than ever, unfortunately this means that there will be more Americans living with neurodegenerative diseases. Industry estimates indicate that the number of Americans living with Alzheimer’s disease will nearly double by 2050. These people need quality care and the STAR Capital care network is expanding into this worthwhile sector.
